Software Developer
Overview
The Ministry of Public and Business Service Delivery and Procurement (Health Services Cluster) is seeking a Senior Software Developer for a full-time onsite engagement in Toronto or Kingston. The successful consultant will join a health-sector IT team responsible for designing, developing, and maintaining complex multi-tiered web and cloud-based applications. This role requires deep expertise in Java, Azure Cloud services, DevSecOps pipelines, and secure application development within a regulated public sector environment.
Key Responsibilities
- Design, develop, and maintain multi-tiered web, client/server, and mobile applications using J2EE, Jakarta EE, MVC patterns, and modern JavaScript frameworks
- Build and maintain Azure Cloud services including API Management, Azure Container Apps, Azure Kubernetes Service, Azure Data Factory, Azure SQL Database, and Azure Entra ID
- Develop and manage CI/CD DevSecOps pipelines using GitHub, Azure DevOps, automated testing tools, security scanning, and dependency scanning
- Design and implement RESTful APIs and microservices leveraging fault tolerance, observability, and discoverability principles
- Implement secure web applications and services using TLS, mTLS, RBAC/ABAC, synchronous/asynchronous cryptography, zero-trust security architecture, and SAML/OAuth tokens
- Develop and optimize relational database components including T-SQL stored procedures, views, tables, and query optimization using MS SQL 2019 and later
- Configure and maintain Azure cloud on-premises data synchronization using Azure Data Factory pipelines
- Conduct and support unit testing, integration testing, user acceptance testing, and defect management and resolution
- Ensure application solutions meet AODA accessibility standards and comply with OPS architecture frameworks and system standards
- Produce technical documentation including system design models, architecture artefacts (data models, deployment models, component models), and specifications in accordance with OPS standards
- Contribute to project planning activities including work breakdown structures and resource estimation
- Troubleshoot and tune production environments to improve application performance and reliability
Must-Have Requirements
- 10+ years of experience in structured methodologies for development, design, implementation, and maintenance of multi-tiered web-based, client/server, and mobile applications
- 10+ years of experience with J2EE and container Java (Jakarta), MVC, JavaScript/jQuery, XML/XSL, JSON, JPA/Hibernate, Web Services (SOAP/XML, REST), and API design
- 10+ years of solutions development experience
- Extensive experience with relational database technologies (MS SQL 2019 and later), data modelling, T-SQL, stored procedures, tables/views, and query optimization
- 3+ years of experience developing Azure Cloud services including API Management, Azure Container Apps, Azure Kubernetes Service, Azure Data Factory, Azure SQL Database, and Azure Entra ID
- Experience with Azure cloud on-premises data sync using Azure Data Factory pipelines
- 5+ years of experience with Git (GitHub, Azure DevOps) and issue tracking systems
- 5+ years of experience with one or more communications protocols (HTTP, TCP)
- 3+ years of experience building CI/CD DevSecOps pipelines in DevOps including GitHub, testing tools, automated deployment, automated security scanning, and dependency scanning
- 2+ years of experience with Microservices architecture including RESTful API development, fault tolerance, discoverability, and observability
- 3+ years of experience building secure web applications and microservices involving TLS, mTLS, RBAC or ABAC, cryptography, zero-trust security architecture, and SAML or OAuth security tokens
- Experience with container-based architecture (Docker) and orchestration engines (Kubernetes)
- Experience making applications AODA accessibility compliant
- Demonstrated experience with data querying (SQL), data integration (ETL/ELT), and supporting analytics/reporting solutions in an enterprise environment
- Experience with privacy and security requirements for software development in a health context (PHIPPA, FIPPA policy adherence)
- Security clearance: CRJMC required
Nice-to-Have Skills
- 5+ years of experience working with federal, provincial, or broader public sector organizations
- Knowledge of OPS Enterprise Architecture artifacts, processes, and practices with ability to produce compliant technical documentation
- Knowledge and experience with Public Sector health-related IT projects
- Knowledge of industry standards such as Project Management Institute (PMI) and public sector I&IT project management methodologies
- Knowledge and understanding of Ministry policy and IT project approval processes
- Experience in a variety of IT project methodologies including Waterfall, Agile, and Extreme Programming
- Demonstrated knowledge of leading technical design, security, and recovery procedures for application development
Work Environment
This is a fully onsite position (5 days per week) based at 222 Jarvis St, Toronto or 49 Place d'Armes, Kingston. The consultant is expected to work 7.25 hours per calendar day between 8:00 AM and 5:00 PM, Monday to Friday. A CRJMC security clearance is required. The team follows Agile development methodology, and the role involves close collaboration with stakeholders across a health-sector IT environment.
