Project Manager/Leader
Overview
Lotus IT is seeking a Senior Project Manager/Leader for an onsite engagement with the Health Services Cluster at the Ministry of Public and Business Service Delivery and Procurement. In this role, the consultant will lead and manage high-profile, mission-critical IT and business transformation projects within the branch, ensuring deliverables are met on time, within scope, and on budget. The successful candidate will work closely with senior ministry staff, external partners, and cross-functional teams to drive project success in alignment with OPS project management methodologies.
Key Responsibilities
- Provide end-to-end project management for high-profile initiatives involving business transformation and the design, development, implementation, and integration of IT solutions
- Ensure project deliverables meet business requirements on time, within scope and budget, adhering to OPS project management methodologies and frameworks
- Gather and develop requirements to create and maintain detailed project schedules and integrated project management plans (IPPs), adjusting as needed for change requests
- Identify team members across disciplines, clarify roles and responsibilities, and set performance expectations for both OPS unionized employees and Fee for Service (FFS) consultants
- Develop and manage complex project budgets across multiple funding channels and cross-ministry dependencies, ensuring fiscal control, forecasting, and reconciliation of actuals
- Proactively identify, articulate, and prioritize risks and issues at the senior executive level, recommending and implementing mitigation strategies
- Monitor project progress, manage critical path activities, perform variance analysis, and report on schedule slippage to project executives and stakeholders
- Review and process change requests, prepare reports for the Change Control Board, and update integrated project plans accordingly
- Establish and participate in steering committees and stakeholder forums, providing project, program, and portfolio reporting to multi-stakeholder audiences
- Lead organizational development, strategy development, business planning, and ministry funding requests
- Apply business process transformation and re-engineering concepts to promote cost-effective service delivery improvements
- Promote and adhere to OPS I&IT standards, best practices, and the OPS Unified I&IT Project Methodology and OPS/e-Health Ontario Gating process
Must-Have Requirements
- 10+ years of project management experience leading and planning complex, mission-critical projects involving business transformation and the design, development, implementation, and integration of IT solutions including web-based applications, cloud-based services, and APIs
- 10+ years of experience with the Software Development Life Cycle (SDLC) following Waterfall, DevOps, Agile, or Iterative methodologies and practices
- Demonstrated experience working with business analysts and system designers to define project scope and translate business requirements and functional specifications into application design
- Experience leading cross-functional teams including business analysts, designers, developers, and testers
- Proven ability to develop and manage complex project budgets across multiple funding channels with a high level of fiscal accountability
- Experience identifying, articulating, and prioritizing risks and issues at senior executive levels and recommending mitigation strategies
- Experience developing detailed project management documentation including integrated project plans, status reports, issue logs, and change request reports
- Experience establishing and participating in steering committees, working groups, and stakeholder forums
- Security clearance at the CRJMC level (or ability to obtain)
Nice-to-Have Skills
- Experience overseeing the development and implementation of IT solutions including design, testing, installation, and monitoring of new systems and services
- Experience developing and supporting training and communications materials for large-scale system implementations
- Experience developing and maintaining reporting or dashboard tools
- Familiarity with OPS Unified I&IT Project Methodology and OPS/e-Health Ontario Gating processes
Work Environment
This is a fully onsite position based at 222 Jarvis Street, Toronto. The resource is expected to work 7.25 hours per calendar day between standard working hours of 8:00 AM – 5:00 PM (excluding lunch), Monday to Friday. A CRJMC security clearance is required. The role involves interaction with senior ministry staff and external partners, with a collaborative, deadline-driven team environment.
