Overview

The Office of the Public Guardian and Trustee (OPGT), under the Ministry of Public and Business Service Delivery and Procurement, is seeking a Senior Business Analyst to join their modernization data analytics and reporting team. The successful candidate will play a central role in building and delivering modernized reports from a new data warehouse/lakehouse environment. This is a hands-on analytical role requiring deep experience in data warehousing, BI reporting, and complex data migration projects within large government or enterprise settings.

Key Responsibilities
  • Lead and conduct business and system analysis to support the building of the golden layer of the data lakehouse and modernized reports in Power BI
  • Define the reporting Minimum Viable Product (MVP); document legacy reports in scope; conduct gap analysis and provide actionable recommendations
  • Document report requirements as user stories in Azure DevOps, conducting analysis at varying levels of detail aligned with OPS standards
  • Liaise between business areas and the data migration and reporting team to clarify, translate, and validate business and system requirements
  • Conduct business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, and business rules definitions
  • Produce and update technical documentation to support ongoing maintenance and future support of implemented solutions
  • Identify and resolve data quality issues, define test cases, perform data reconciliation, and address discrepancies during testing phases
  • Develop KPIs to track and report on the progress, completeness, and quality of reporting and data migration efforts
  • Provide post-migration support, analyze and address data-related issues, and help optimize data management processes in the new environment
  • Complete work and achieve milestones within assigned deadlines, notifying the project manager promptly of any issues or material concerns
  • Comply with Ontario Government and Ministry security procedures, architecture standards, conflict of interest guidelines, and I&IT directives
Must-Have Requirements
  • 10+ years of experience leading and conducting business and system analysis to assess client business problems and document business/system requirements for I&IT solutions
  • Proven experience working in both Agile and Waterfall project management methodologies
  • Proven experience conducting business and system analysis for data marts, data warehouses, data lakehouses, or Business Intelligence/Data Analytics and Reporting solutions
  • Demonstrated experience as a Business Analyst on large and complex data migration projects
  • Demonstrated experience writing user stories and working with tools such as Azure DevOps
Nice-to-Have Skills
  • Experience conducting analyses at varying levels of detail aligned with OPS standards across different project phases
  • Familiarity with BI and reporting tools, particularly Power BI
  • Basic knowledge of SQL; ability to execute and interpret SQL queries
  • Understanding of ETL concepts, data quality, data cleaning, and data issue handling
  • Experience conducting business and system analysis for Dynamics 365 CE and/or F&O, or other CRM/ERP solutions
  • Experience creating use cases, test plans, test cases, and test scripts related to reporting and/or data migration
  • Experience with defect management processes including identification, logging, tracking, and resolution
  • Familiarity with industry-standard quality assurance practices such as ISO standards, CMMI, or Agile methodologies
  • Experience consulting and coordinating between business areas and IT development and testing teams to translate business requirements into system requirements
  • Strong critical thinking, analytical, and problem-solving skills with proven gap analysis experience
  • Excellent verbal and written communication skills
Work Environment

This is a fully onsite role based at 595 Bay Street, Toronto, working 7.25 hours per day between 8:00 AM and 5:00 PM, Monday to Friday. Candidates must be able to obtain a CRJMC + Credit Check security clearance prior to commencement. The team operates within a modernization program environment and follows Ontario Public Service (OPS) standards and I&IT governance practices.
