Overview

The Government Services Integration Cluster (Ministry of Public and Business Service Delivery and Procurement) is seeking a Senior Applications Architect to provide expert-level leadership in IT architecture for a large-scale, multi-year PeopleSoft HCM initiative within the Ontario Public Service. The successful candidate will drive the technical design, delivery, and implementation of enterprise-grade architecture solutions, with a deep specialization in PeopleSoft HCM 9.2. This role is critical to the success of the OPS PeopleSoft HCM project and requires strong leadership, technical depth, and the ability to navigate complex multi-stakeholder environments.

Key Responsibilities
  • Lead the planning, design, delivery, and implementation of architecture solutions for large-scale, complex, multi-year IT projects across ministry clients
  • Provide specialized PeopleSoft HCM technical expertise in leading the design and build of technical solutions for the OPS PeopleSoft HCM project
  • Identify architecture requirements and develop conceptual, logical, and design-level architecture solutions for cross-ministry and multi-client systems
  • Define, evaluate, and lead the development of architecture policies, standards, guidelines, and best practices affecting multi-ministry and cluster initiatives
  • Conduct business process analysis, systems analysis and design, and integration of commercial and custom systems
  • Analyze, evaluate, and prioritize potential technical issues and provide actionable advice on resolution strategies
  • Identify and recommend opportunities to improve the design and build of PeopleSoft modules and functionalities in use
  • Resolve significant integration and technical issues involving multiple systems and application linkages
  • Research and recommend innovative systems architecture alternatives and integration strategies, particularly within PeopleSoft HCM
  • Provide senior technical project leadership and coordination across internal and external stakeholders throughout the full project lifecycle
  • Develop architectural solutions to meet complex, multi-year plans aligned with broadly defined business objectives
Must-Have Requirements
  • Demonstrated experience leading technical teams through technical analysis, design, and implementation across the full project lifecycle
  • In-depth knowledge of PeopleSoft HCM 9.2 upgrades, including planning and execution
  • Strong knowledge of the PeopleSoft HCM 9.2 suite with respect to Fluid and Classic Plus user interfaces
  • Comprehensive expertise in PeopleSoft HCM functional modules including Core HR, Payroll, Benefits and Benefits Administration, Absence Management, and Time and Labour
  • Proven experience developing architecture solutions for large-scale, multi-client, cross-ministry systems development initiatives
  • Strong experience resolving significant integration and technical issues across multiple systems and applications
  • Excellent analytical, problem-solving, and decision-making skills with the ability to evaluate and prioritize complex issues
Nice-to-Have Skills
  • Experience with enterprise architecture frameworks, strategies, and methodologies (e.g., TOGAF)
  • Familiarity with Ontario Public Service IT environments and multi-ministry project delivery
  • Experience evaluating and recommending the purchase, modification, and integration of commercial systems
Work Environment

This is a fully onsite role based at 222 Jarvis Street, Toronto, Ontario, five days per week. Candidates must be eligible for a Criminal Record and Judicial Matters Check (CRJMC) security clearance. The role is 100% allocated and involves close collaboration with Government Services Integration Cluster teams and broader ministry stakeholders throughout the engagement.
