Overview

The Land and Resources I&IT Cluster (LRC) is seeking a Senior GIS Systems Analyst and Developer to lead the upgrade of up to 18 business-critical Geocortex-based geospatial applications to the modern VertiGIS platform. This multi-year initiative is carried out in partnership with the Ministries of Natural Resources, Energy and Mines; Environment, Conservation, and Parks; Agriculture, Food, and Agribusiness; and Indigenous Affairs and First Nations Economic Reconciliation. The successful candidate will ensure like-for-like functionality is preserved while modernizing the underlying technology stack, improving security posture, and enabling future GIS capabilities.

Key Responsibilities
  • Lead the analysis, design, development, and documentation of architecture and systems solutions for VertiGIS/Geocortex application upgrades
  • Provide senior technical expertise and project leadership across all stages of the Systems Development Life Cycle (SDLC), including planning, scheduling, resource estimation, and status reporting
  • Gather and translate business requirements into detailed technical specifications and design documentation
  • Lead development, testing, integration, and implementation of upgraded geospatial applications into client environments
  • Provide technical advice to clients and stakeholders, leveraging OPS I&IT solutions to meet program and service delivery goals
  • Oversee feasibility studies and cost-effectiveness analyses for proposed I&IT initiatives, ensuring all outputs are documented
  • Evaluate and recommend improvements to tools, techniques, standards, and performance criteria to maintain application quality
  • Lead and support multi-dimensional and relational database design, development, and maintenance activities
  • Oversee research and evaluation of software, hardware, and technology components in support of acquisition decisions
  • Provide implementation and post-implementation support as required
  • Coach and mentor junior analysts throughout the project lifecycle
  • Provide implementation support aligned with GO-ITS standards, AODA compliance requirements, and vendor support obligations
Must-Have Requirements
  • Extensive experience using GIS software suites, specifically ArcGIS, VertiGIS/Geocortex, and/or FME
  • Demonstrated experience with Esri's ArcGIS Enterprise suite, including ArcPro SDK, File Geodatabases, ArcGIS Enterprise Portal, ArcGIS Notebooks, ArcGIS Server, and ArcGIS Image Server
  • Experience developing GIS web applications using JavaScript, TypeScript, HTML5, and CSS
  • Experience with Python, VBA, .NET, C++, C#, SQL, and relevant SDKs
  • Strong experience leading development and support teams through full SDLC, including requirements gathering, design, build, and deployment
  • Demonstrated experience designing and developing complex applications utilizing relational and multi-dimensional databases
  • Proven ability to evaluate solution recommendations and ensure alignment with project goals and objectives
Nice-to-Have Skills
  • Experience developing and deploying solutions to cloud platforms, ideally Microsoft Azure, including GIS infrastructure and networking management
  • Knowledge of service-oriented architecture (SOA), microservices, and web services (REST, JSON, AJAX)
  • Experience troubleshooting and supporting incident management and operations
  • Knowledge of Geographical Information Systems (GIS), spatial data, analysis, and geospatial application architecture
  • Knowledge and understanding of Information Management principles, concepts, policies, and practices
  • Experience developing and maintaining technical documentation, including installation guides and build books
Work Environment

This is a fully onsite role with 5 days per week in office. Two primary work locations are available: 300 Water Street, North Tower, Floor 4, Peterborough, Ontario, and 40 St. Clair Avenue West, Floor 11, Toronto, Ontario. The successful candidate may also work out of a locally available Ontario Public Service office. No security clearance is required. The engagement spans a multi-ministry program with independent, program-level, and corporate-level governance structures in place.
