Project Manager/Leader

Overview

The Ontario Public Service (OPS) Cyber Security Division, under the Ministry of Public and Business Service Delivery and Procurement, is seeking a Senior Project Manager to lead enterprise-scale network security and cybersecurity transformation initiatives. In this role, you will serve as the senior program lead accountable for driving the OPS Enterprise Network Security Program, overseeing the strategic roadmap and end-to-end delivery of high-profile, complex security initiatives. You will collaborate with executive sponsors, business partners, architects, engineering teams, and vendors to ensure successful program execution, operational readiness, and continuous improvement across enterprise environments.

Key Responsibilities

• Act as the senior program lead accountable for the enterprise network-security and secure-access portfolio, ensuring alignment with organizational priorities and enterprise architecture standards
• Lead end-to-end delivery of large-scale cybersecurity programs including Secure Service Edge (SSE), Zero Trust Network Access (ZTNA), Prisma Access, Web Application Firewall (WAF), Next Generation Firewall modernization, and cloud security integration
• Drive adoption of Zero Trust and Security-by-Design principles across all network and cloud security initiatives
• Establish and maintain relationships with executive sponsors, business leaders, enterprise architects, cybersecurity teams, and external vendors
• Chair governance forums, steering committees, and stakeholder working groups; provide executive-level reporting on program health, risks, dependencies, financials, milestones, and outcomes
• Gather business, operational, and technical requirements and translate them into integrated project plans and delivery roadmaps with detailed schedules, resource plans, risk registers, issue logs, and change-control processes
• Coordinate cross-functional delivery activities involving architecture, security engineering, cloud services, network operations, and vendors
• Proactively identify and mitigate delivery, operational, security, and implementation risks; escalate and manage issues and dependencies through resolution
• Facilitate workshops, planning sessions, requirements gathering, risk reviews, and decision-making forums with diverse stakeholder groups
• Ensure successful transition to operations including documentation, operational readiness, support processes, and service monitoring
• Lead continuous improvement initiatives that enhance security posture, operational effectiveness, governance maturity, and service delivery
• Ensure adherence to OPS project management standards, quality controls, governance processes, PMBOK methodologies, and reporting requirements

Must-Have Requirements

• Senior-level experience leading enterprise-scale IT modernization and cybersecurity programs, providing strategic direction, governance, and executive oversight across multiple concurrent workstreams
• Strong knowledge of cybersecurity principles, security governance, risk management, cloud and network security, Zero Trust architectures, and security-by-design practices
• Proven track record of driving organizational change, continuous improvement, and successful delivery of complex enterprise security initiatives
• Advanced experience managing and delivering large-scale network and cybersecurity programs from initiation through implementation, operational readiness, and transition to support
• Hands-on experience with technologies such as Secure Service Edge (SSE), Prisma Access, Zero Trust Network Access (ZTNA), Web Application Firewall (WAF), and Next Generation Firewall modernization
• Strong knowledge of OPS I&IT project delivery frameworks, governance processes, and PMBOK methodologies
• Experience delivering projects using both Agile and Waterfall methodologies
• Excellent stakeholder engagement, executive communications, negotiation, and consensus-building skills with both technical and non-technical audiences
• Strong analytical, problem-solving, risk management, and decision-making capabilities
• Experience managing cross-functional teams including architects, engineers, security specialists, operations teams, and vendors
• Knowledge of regulatory, compliance, and accessibility requirements including AODA and applicable government security standards
• Ability to obtain and maintain CRJMC security clearance

Nice-to-Have Skills

• Prior experience working within the Ontario Public Service (OPS) or broader Ontario government I&IT environment
• Familiarity with OPS enterprise architecture standards and cybersecurity governance frameworks
• Experience with VPN modernization and secure remote-access programs

Work Environment

This is a hybrid role requiring 3 days per week in the office at 222 Jarvis Street, Toronto. The engagement operates at 100% allocation and requires a valid CRJMC security clearance. The successful candidate will work within a large, cross-functional government environment collaborating with multiple teams, vendors, and executive stakeholders across the OPS.
