Overview

The Government Services Integration Cluster (Ministry of Public and Business Service Delivery and Procurement) is seeking two Intermediate Identity Access Management Consultants for a fully onsite engagement in Toronto. The successful candidates will play a hands-on role in configuring, deploying, and supporting Oracle Access Governance (OAG) across a large-scale enterprise environment with 60,000+ user identities. This role involves end-to-end IAM lifecycle work including access governance, application onboarding, certification campaigns, and integration with enterprise systems.

Key Responsibilities
  • Configure identities, accounts, permissions, roles, access bundles, and access catalog items within Oracle Access Governance
  • Support application onboarding by defining and validating account, entitlement, and access mappings
  • Configure identity collections, access collections, and approval rules based on approved functional design and routing logic
  • Build and maintain request catalog structures, ensuring access visibility behaves as expected for end users
  • Configure and validate certification campaigns, review scopes, certifier assignments, and remediation workflows
  • Support reconciliation, correlation, and data load validation; troubleshoot catalog visibility, request submission, approval routing, and fulfillment issues
  • Consume and process real-time event streams from OAG streaming services using Oracle Streaming, Kafka, OCI Streaming, or equivalent technologies with robust error handling and replay capabilities
  • Normalize and transform complex OAG streaming payloads (JSON/XML events with nested entitlements, risk scores, policy metadata, and audit attributes) into structured, query-optimized schemas and dimensional models for enterprise data warehouses
  • Work with integration teams on REST APIs, JSON payloads, data feeds, and connector behavior
  • Validate end-to-end request-to-approval-to-fulfillment traceability
  • Prepare technical configuration documents, deployment steps, and operational support notes
  • Support defect triage during SIT, UAT, and production readiness phases
Must-Have Requirements
  • 8+ years of experience in Identity Governance and Administration (IGA), with strong hands-on experience with Oracle Identity Management and Oracle Access Governance
  • 3+ years of experience deploying Oracle Access Governance at enterprise customers with 60,000+ user identities
  • Experience in end-to-end design and deployment of Oracle Access Governance reporting solutions leveraging OAG streaming services
  • Demonstrated experience designing end-to-end access request, approval, fulfillment, review, and lifecycle governance processes
  • Experience configuring access bundles, requestable access, access ownership, and catalog visibility in OAG
  • Experience with identity collections, access collections, approval workflows, and access review campaigns
  • Strong Java and API expertise supporting complex user lifecycle management operations with Oracle Access Governance
  • Experience building and securing a React-based User Interface integrated with Oracle Access Governance, including context-driven workflows and auditability
  • Expert-level development of custom connectors and adapters using OAG Generic REST connectors for non-standard systems (proprietary apps, legacy mainframes, complex SaaS), including full reconciliation and provisioning
  • Experience integrating and managing user lifecycle through Oracle Access Governance with Oracle EBS and Oracle Fusion HCM
  • Ability to troubleshoot reconciliation, correlation, mapping, and access visibility issues
  • SQL or data validation skills for configuration and integration verification
  • Ability to analyze logs and diagnose configuration or integration issues
Nice-to-Have Skills
  • Oracle Identity Governance (OIG/OIM) engineering experience
  • Oracle EBS responsibility and role model experience
  • Experience with ERP, finance, HR, or other entitlement-heavy applications
  • Experience with OCI, Oracle Integration Cloud, or enterprise integration services
  • Scripting experience for data comparison, validation, or bulk checks
Work Environment

This is a fully onsite role (5 days per week) based at 222 Jarvis St., Toronto, ON. The position requires a Criminal Record and Judicial Matters Check (CRJMC) security clearance. Candidates will work within the Government Services Integration Cluster under the Ministry of Public and Business Service Delivery and Procurement. Two openings are available for this engagement.
