Overview

The Government Services Integration Cluster, under the Ministry of Public and Business Service Delivery and Procurement, is seeking a Senior Identity Access Management Consultant to join their PKI and OIM services team. The successful candidate will design and implement solutions for the OPS/BPS Secure and PKI OIM platforms, ensuring compliance with GO-ITS 25 security requirements. This is a hands-on development role requiring deep expertise in Oracle Identity Manager and large-scale IAM system implementations.

Key Responsibilities
  • Develop solutions to resolve existing PKI OIM issues and implement features required by the identity and certificate management system
  • Develop and implement solutions to ensure OPS/BPS Secure modules comply with GO-ITS 25 security requirements
  • Implement solutions to support client applications migrating off the OPS/BPS Secure Service
  • Provide full Software Development Life Cycle (SDLC) support for PKI OIM and OPS/BPS Secure services
  • Identify, research, and promote technological innovations including proofs-of-concept
  • Develop requirements for and evaluate, recommend, install, and configure development and configuration management tools
  • Develop, test, and deploy programmatic constructs such as scripts, queries, views, reports, and procedures
  • Support development, testing, and deployment of solutions for the PKI OIM and OPS/BPS Secure services
  • Document maintenance and support requirements and procedures
  • Provide development support for performance and consumption reporting
Must-Have Requirements
  • At least 3 years of hands-on development experience with Oracle Identity Manager (OIM) — mandatory
  • Experience with OIM API and workflow coding and development
  • 3+ years of experience in OIM customization, including development and deployment of OIM schedulers, adapters, and plugins, as well as custom OIM UI and connector development
  • At least 3 years of experience with Oracle Identity and Access Management Suite Plus
  • At least 3 years of experience developing applications with OAuth2 and OIDC technology, including customized OIDC and OAuth2/OIDC client integration with IAM products
  • At least 4 years of experience with IAM implementations supporting over 10,000 registered users
  • 5+ years of experience designing, developing, deploying, and sustaining large application implementations across Web, App, and DB tiers
  • Experience with Web Tier technologies: OHS, IIS, IBM HTTP Server, Apache Tomcat
  • Experience with App Tier technologies: WebLogic, Oracle Directory Server Enterprise Edition
  • Experience with Oracle Database 19C and OS platforms including Windows and Linux
  • Strong experience with Angular 12 and 14, and Spring Boot 4; 2+ years developing Angular UI libraries
  • At least 5 years of Java (Open JDK 8 and 11) development experience
  • Experience with Azure and microservice architecture
  • 10+ years of experience triaging, diagnosing, and resolving complex application problems
  • 10+ years of experience with quality control and assurance methodologies for large-scale application implementations
  • Demonstrated knowledge of ITIL processes including Service Level Management, Problem Management, Change Management, Release Management, and Capacity Management
Nice-to-Have Skills
  • Experience with Entrust-based identity and access management systems
  • Experience with automated testing and performance tools such as LoadRunner
  • Experience with Change Management and Release Management processes supporting large application implementations
Work Environment

This is a fully onsite role at 222 Jarvis Street, Toronto. The candidate is required to work onsite five days per week, Monday through Friday, between the standard hours of 8:00 AM and 5:00 PM (excluding lunch breaks). This position requires a Criminal Record and Judicial Matters Check (CRJMC) security clearance. Public sector experience with the Ontario Government is considered an asset.
