Overview

The Land & Resources Cluster (LRC), under the Ministry of Public and Business Service Delivery and Procurement, is seeking a Senior Technology Architect to update and maintain the Enterprise/Solutions Architecture for the Water Information Systems Kisters (WISKI) platform, including the new Weather Module and the Great Lakes Storm Surge Operating System (GLSSOS) Portfolio. The successful consultant will work closely with ministry Subject Matter Experts, cluster staff, and OPS partners to ensure architecture alignment and deliver high-quality architecture artifacts that meet GO-ITS standards and OPS EA guidelines.

Key Responsibilities
  • Provide leadership, guidance, and support to the project team and subject matter experts throughout the engagement
  • Update, develop, and validate all required solution architecture models, artifacts, documents, and materials in accordance with industry best practices, GO-ITS standards, and OPS EA guidelines
  • Collaborate with cluster staff, project teams, ministry SMEs, and other OPS partners and service providers to ensure architecture alignment
  • Develop artifacts leveraging cluster and ministry tools and model repositories, including PowerDesigner and DevOps
  • Identify issues and risks, and assist the project team or ministry in facilitating mitigation strategies
  • Arrange and facilitate Enterprise Architecture (EA) validation sessions and review meetings with cluster staff, SMEs, and other stakeholders
  • Support Agile Enterprise Architecture delivery throughout the project lifecycle
  • Develop reference architecture artifacts, models, and patterns to enable shared use for future clients
  • Support the process of acquiring cluster and corporate approvals, including Project Gating, LRC governance processes, and corporate architecture governance points (AGP)
  • Provide regular status updates to the project team and the Enterprise Architecture unit
  • Adhere to all OPS GO-ITS Standards, specifically GO-ITS 200PRS Ontario Public Service Enterprise Architecture Governance Requirements
  • Revise architectures based on conditions arising from LRC's governance body and Corporate EA Governance review bodies as required
Must-Have Requirements
  • 10+ years of experience successfully delivering solution architectures in government or similarly complex, multi-project/multi-client organizations
  • Depth of knowledge in enterprise architecture domains including business, information, application, technology, and security architecture
  • Proficiency in architecture frameworks and standards such as TOGAF or Zachman Framework
  • Demonstrated ability to design, integrate, and optimize solution architectures with strong technical problem-solving skills
  • Hands-on experience developing all required application architecture artifacts and leading all aspects of solution design, including security and privacy
  • Experience architecting enterprise-scale COTS/SaaS solutions (e.g., Azure Cloud, Oracle Siebel)
  • Hands-on experience creating architecture artifacts, models, and reports using PowerDesigner, Visio, or similar tools
  • Demonstrated experience leading project teams through governance processes including project gating and architecture governance points at both cluster and corporate levels
  • Experience preparing and delivering presentations to architecture review boards to obtain approvals
  • Knowledge and experience with business architecture methods including business functional modeling, service lifecycle modeling, business process mapping, and value chain analysis
  • Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards
Nice-to-Have Skills
  • Experience as a solution/application architect who has successfully modelled solution requirements, design, and components for enterprise-scale COTS solutions — Oracle Siebel preferred
  • Experience leading project teams through Privacy Impact Assessment (PIA) and Threat Risk Assessment (TRA) processes
  • Demonstrated experience in the Ontario Public Service (OPS) environment, including familiarity with OPS EA governance and GO-ITS standards
  • Experience with the Great Lakes or water information systems domain
Work Environment

This is a hybrid role with 5 days remote per week, based anywhere in Ontario with the work tied to the Toronto-based Land & Resources Cluster. No security clearance is required. The consultant will support Agile EA delivery and participate in regular collaboration sessions with cluster staff, ministry SMEs, and corporate governance bodies throughout the engagement.
