Middleware Specialist
Overview
The Labour and Transportation I&IT Cluster (LTC) Operations Maintenance and Support Branch (OMSB) is seeking a Senior Middleware Specialist to support the hosting, maintenance, and operation of critical government systems on Microsoft Azure, Microsoft 365, and enterprise SaaS platforms. The successful consultant will apply stringent government security standards and performance targets to ensure government data is protected and systems operate reliably on behalf of the Ministry of Transportation and the Ministry of Labour, Immigration, Training and Skills Development. This is a hands-on, senior-level infrastructure and middleware role requiring deep expertise across Azure IaaS/PaaS, networking, CI/CD pipelines, and cross-platform integration.
Key Responsibilities
- Contribute to the technical design of cloud hosting environments and define migration strategies for application solutions
- Build, deploy, and re-platform individual application solutions to Microsoft Azure new environments
- Publish applications to the Internet and Intranet using Azure Application Gateway, F5, and other network proxy technologies across multiple environments
- Configure Azure networking components including VNets, Network Security Groups (NSGs), and other Azure-native networking constructs in alignment with physical infrastructure requirements
- Design, build, and manage security access controls and policies using Microsoft Entra ID and Azure Policy
- Create, configure, and maintain Azure DevOps CI/CD pipelines to support delivery teams and automated build/deployment processes
- Provide Tier 2 and Tier 3 operational support for incidents and problems across Azure IaaS/PaaS services, Windows Server, Linux Server, MS SQL Server, and Microsoft 365 platforms
- Monitor Azure resources for right-sizing opportunities and provide financial recommendations for cloud service optimization
- Support proactive monitoring and operations of the hosted environment using Azure Monitor, Application Insights, and Microsoft Defender for Azure
- Define deployment requirements and participate in deployment and release activities (CRQs) related to the .NET platform
- Create documentation, contribute to Service Desk data and Wikis, and train internal technical staff in monitoring, troubleshooting, and support of supported technologies
- Automate migration and operational tasks using scripting tools such as PowerShell and shell scripting
Must-Have Requirements
- Proven experience monitoring Azure resources for right-sizing and providing financial recommendations for cloud services
- Experience with development frameworks and methodologies including Agile and DevOps
- Hands-on experience with Linux Server (RedHat Linux 8+) hosting and administration services
- Experience supporting Microsoft Windows Server 2019 and newer
- Experience creating and maintaining CI/CD pipelines using Azure DevOps
- Proficiency in scripting languages including PowerShell and shell scripting
- Experience in the design, build, and deployment of Microsoft Azure IaaS and PaaS services
- Experience migrating and deploying .NET applications into cloud-based hosting environments including end-to-end integration across multiple platforms
- Extensive experience using network proxies such as F5 and Azure Application Gateway to publish applications to the Internet and Intranet
- Deep knowledge of DNS, split DNS, SSL/TLS certificates, and Public-Key Infrastructure (PKI)
- Experience with Internet Information Services (IIS) 10.0 or newer for advanced application publishing
- Experience with MS SQL Server including DB Engine, Analysis Services, and Reporting Services
- Experience conducting system monitoring, performance management, and data integrity assurance in accordance with ITIL standards
- Security clearance level: CRJMC
Nice-to-Have Skills
- Experience with Microsoft 365 services including SharePoint Online, Dynamics Online, and PowerApps
- Familiarity with enterprise SaaS platforms such as Salesforce
- Experience with Azure Kubernetes Services (AKS) and container-based hosting
- Knowledge of GO ITS security standards and government security auditing and reporting requirements
- Experience supporting cross-platform integration in complex, multi-ministry government environments
Work Environment
This is a fully onsite role based at 87 Sir William Hearst Ave., Toronto, Ontario. The consultant will work within the OMSB Operations team in a structured government IT environment. The team leverages Agile and DevOps practices for delivery. A CRJMC security clearance is required for this engagement. Travel expenses are not reimbursed for this assignment.
