Rate: $88.28/hr
Responsible for translating technical system specifications into working, tested applications. Duties include developing programming specifications, generating code, compiling data-driven programs, conducting unit tests, and supporting implementation, conversion, and migration activities. Provides troubleshooting and technical assistance during software operation.
General Responsibilities
- Translate technical system specifications into functional applications.
- Develop programming specifications and write, generate, and test code.
- Compile data-driven programs and perform unit testing.
- Troubleshoot technical issues during software operation.
- Support conversion, implementation, and migration activities.
- Collaborate with IT professionals across the SDLC.
- Design, code, debug, test, and document applications.
- Work with object-oriented and third-generation programming tools.
- Use structured methodologies for software development and maintenance.
- Work with relational and hierarchical databases.
- Use information retrieval packages and query languages.
- Work with communication protocols and middleware.
- Elicit and document requirements from stakeholders.
Desirable Skills
- Experience with programming Internet-ready applications.
- Knowledge of RAD development methodologies.
- Understanding of Information Management principles.
- Experience with middleware and gateways.
- Experience reviewing and modifying installation scripts.
- Post-implementation support and technical issue resolution.
- Experience conducting design walkthroughs.
- Knowledge of AODA standards and documentation practices.
Additional Oracle Developer Skills
- Impact assessments for Oracle E-Business customizations.
- Conversion experience in Accounts Receivable Collections.
- Strong PL/SQL, SQL, XML, shell scripting, and ODI experience.
- Knowledge of Oracle E-Business GL, AR, AP, INV, and FND modules.
- SQL tuning and partition table experience.
- Experience with data warehouse, ETL, and OBIEE.
- Experience with Java and Oracle ADF is an asset.
Siebel Development Skills – 40%
- 10+ years Siebel configuration, design, development, integration.
- 5+ years Siebel integration with Adobe AEM, J2EE, etc.
- 5+ years Siebel EIM/EAI experience.
- 3+ years Siebel IP18 configuration and development.
- Experience with Assignment Manager, Business Rules, Workflow, Applets, Views, Screens, and related Siebel Business Layer objects.
- Experience with Siebel Tools and Web Templates.
- Experience with Siebel Open UI classes and methods.
- Siebel 8.x or higher certification.
- Experience with Open UI architecture and OOTB file structures.
- Experience with UI integration and embedding external applications.
- Experience configuring Siebel migration application.
- Experience administering Siebel Approval Manager.
Report Development Skills – 35%
- OBIEE and Power BI report development.
- HTML5, CSS, JQuery, JavaScript.
- Open UI concepts including PM, PR, manifest files, and mapping files.
Soft Skills – 20%
- Strong written and verbal communication.
- Ability to present ideas and solutions effectively.
- Strong interpersonal and team collaboration skills.
- Experience working with functional and technical teams.
- Analytical and systematic problem solving.
- Ability to work under pressure and adapt to changing timelines.
Public Sector Experience – 5%
- Experience with Siebel Public Sector CRM, Contracts, Lead Management, Partner Portal, Marketing, Campaign Management, Resource Manager, and eService modules.
- Experience with Grants Management is an asset.

- Work Arrangement: Onsite (Monday to Friday, standard 8:00–5:00 hrs)
